Dr. Fulbert L. Namwamba

Professor Fulbert Leon Namwamba was recently appointed by the Governor of Louisiana to serve on the state’ Groundwater Commission. He manages Southern University’s Institute of Environmental Issues and Policy Analysis. He is an Associate Professor of Water Resources, Geographic Information Systems and Remote Sensing in the Department of Urban Forestry at Southern University and A&M College, Baton Rouge, LA. He is the Co-PI for the NASA funded Southern University’s Center for Coastal Zone Analysis and Remote Sensing (CCZARS) funded for $6 million. A founder member of Kenya Community Abroad (KCA) he carried out the GIS needs studies for the National Museums of Kenya (NMK) and was part of a team from Smithsonian Institution training National Museum of Kenya staff in GIS application. .  Born in Port Victoria, Republic of Kenya Dr. Namwamba is a GIS/RS expert and hydrologist, with a Ph.D. in Water Resources from Iowa State University, and two Masters degrees Geology (Specializing in Geochemistry) and in GIS & Computer Cartography from University of Utah and State University of New York at Buffalo.  His B.Sc. Degree in Geology is from the University of  Nairobi, Kenya.

He has served in several consulting positions for US Department of Agriculture and USAID Mission to Eritrea.  He has been invited as a featured speaker at conferences in Senegal and Mali. He also worked as an Environmental Specialist in the Nonpoint-source Pollution Unit of the State of Louisiana Department of Environmental Quality.  He has served a consultant GIS and image analysis for major environmental companies (IT Corporation and Shaw Environment & Infrastructure) in the United States .    He was involved in the GIS assessment of low-level nuclear waste sites in Western New York.  He has also served on the Governor’s Advisory Taskforce on Groundwater. He has vast experience with various GIS software including ARC-INFOR/ARCVIEW, ATLAS, GEOMEDIA, FRAGSTATS, CITY GREEN, ER MAPPER AND MAP II.  He is also an expert in ERDAS Imagine, Remote Sensing Software.  He has used various simulation models such as AGNPS, PRMS, EPIC, WATEQ, QUAL-Tex, QUAL-2 . Dr. Namwamba’s research is on using GIS and Remote Sensing to simulate of hydrologic response and water quality.
